SELECTMEN’S MEETING
October 16, 2000
Members Present: Brad Reed, Franklin Hooper, Daryl West, Blaine Delisle, Eric Osgood; Selectmen, Dean Walker, Pearl Street Bridge; Doug Molde, Bruce Butler, Planning Commission, Charles Ziegler, Peter Moynihan, Rosemary Audibert, Clerk.
Blaine called meeting to order.
Board viewed and signed orders.
Board reviewed last month meeting minutes of September 18, 2000. Rocky moved to accept, Brad seconded so voted.
Blaine stated that the winter sand pile is done for this year. Guys are getting there trucks ready for winter.
Brad stated that Daryl and his father did a good job putting up the fence at the office building.
Board asked Dean how the Pearl Street bridge project is coming along. Dean stated that he has not heard anything lately from Dubois and King regarding the bridge project. If construction is going to happen next summer bids should be done by January. Dubois and King should have the preliminary design done so the Board can see what the bridge looks like. State needs to approve the final design before the bridge can go out to bid. Blaine stated that he would get in contact with Dubois and King to see if they can come to the next Board meeting.
Board decided to have the monthly meeting in November on the 27th.
Board reviewed the upstairs usage policy. Board stated to add that organizations are responsible for there own garbage. Daryl moved to accept policy as written with the addition of the garbage, Brad seconded so voted.
Board reviewed letter from Suzette Horner regarding the position of lister. Brad moved to appoint Suzette Horner to the Board of Listers, Daryl seconded, so voted.
Eric stated that have received copies of noise ordinances from Burlington, Rutland and from the League of Cities and Towns. Town attorney has stated that the present ordinance needs to be redone. Blaine stated that the ordinance does not need to have decimal limits, judge has ruled that can go by judgment. Daryl, Rocky and Eric volunteered to be on a committee to make up a new noise ordinance. Noise ordinance to be placed on agenda for next month meeting.
Board opened up a bid from Sawyers Construction to do a handicap ramp at the talc mill house. Bid was for $3725.00 Daryl stated that he would like to go over the bid to see if the figures are reasonable. Board postponed any action until next month so that Daryl can review the bid.
Chaz stated that the college has talked to the students with loud car stereos. Dean of students have sent letters to the kids stating that the Town is looking into a noise ordinance and they will get tickets and fined if they play there music loud. The students assistants are getting the word out. Chaz suggested that the Town should contact the new college president next fall. Blaine stated that all-round the college parties have been fairly quiet this year. No big groups this year, most parties are about 10 students. Car stereos is a new fad. Sheriff department is looking into State funding for a program for under age drinkers.
Peter stated that he wrote a letter in the student newspaper and he thought the problem was worse for about 10 days. Is much quieter lately. Chaz stated that college was out of session last week.
Doug stated that the Town needs to apply for a grant to fund the Village plan so that they can hire an consultant. This is not a matching grant. There is $42,000.00 available for 7 towns. Some of the money will be used towards mapping for planning purposes. Need to purchase the information from Dave Peatman. Rob Nesbitt from LCPC will be working on the Village plan. Town has an adopted plan so the Selectboard needs to request the money. Daryl moved to sign the resolution, Blaine seconded so, voted. Board signed resolution.
Board reviewed correspondence.
Brad moved to adjourn, Eric seconded, so voted.
Meeting adjourned at 8:25 p.m.
