SELECTMEN’S MEETING

March 7, 2001

Members present: Eric Osgood, Blaine Delisle, Daryl West, Franklin Hooper, Brad Reed, Selectmen, Doug Molde, Rosemary Audibert, Clerk.

Eric called meeting to order.

Rocky moved to appoint Eric Osgood, Chairman of the Board, Brad seconded, so voted.

Daryl moved to appoint Blaine Delisle, Road Commissioner, Rocky seconded, so voted.

Blaine moved to appoint William Jewett, Road Foreman, Daryl seconded, so voted.

Rocky stated that he has some concerns regarding constable Ken Brier regarding animal abuse showed the board a letter from a veterinarian and Dick Lemay regarding his health after surgery. Board to contact Dick Lemay to see if he is interested in being First Constable. Blaine moved to appoint Dick Lemay as First Constable and to place an ad in the newspaper for a Second Constable, Daryl seconded, so voted.

Rocky moved to appoint Albert S. Nadeau as Official Weigher, Brad, seconded, so voted.

Blaine moved to appoint Alan Manchester as Tree Warden, Rocky seconded, so voted.

Brad moved to appoint Chairman, Board of Selectman as Vt. Emergency Management, Rocky seconded, so voted.

Brad moved to appoint Selectmen as Energy Coordinator, Rocky, seconded, and so voted.

Brad moved to appoint Daryl West as Town Service Officer, Blaine, seconded, and so voted.

Blaine moved to appoint Alan Manchester as Inspector of Lumber, Wood & Shingles, Brad seconded, so voted.

Blaine moved to appoint Gail Longley as Green Up Day, Chairman, Rocky seconded so voted.

Doug stated that Eddie Gale and Mike Miller terms are up for the planning commission. Eddie does not want to be reappointed and Mike Miller now lives in Belivdere. Mike has been a good member, now works as a Planner for St. Albans. Doug left a message for him to see if he would like to be reappointed and should wait to hear from him. Should advertise for two new members.

Brad moved to appoint Laurie Wells, Grace Adams, Sharon Duffy, Kim Dunkley, Ellis O’Hear, Kathy McKnight, Amy Schulz and James Wells as the Recreation Board, Rocky seconded, so voted.

Blaine moved to appoint JoAnn Benford as Grand Juror, Daryl seconded, so voted.

Blaine moved to appoint JoAnn Benford as Agent to Prosecute & Defend Suits, Daryl seconded, so voted.

Blaine moved David Marvin as Plot Cemetery Agent, Daryl seconded, so voted.

Board stated that to place an ad for the following positions, Auditor, Lister, Library Trustee, Lamoille Regional Solid Waste Management District Supervisor, Lamoille Union High School Director, 2 members for the Planning Commission and Second Constable.

Brad moved to purchase 50 folding chairs for upstairs, which the Town will pay for half and the Village will pay for half, Rocky seconded, so voted.

Blaine stated that the Power House Covered Bridge is starting to bow. Blaine and Willie to inspect bridge tomorrow.

Blaine stated that would like to trade in the army ¾ ton truck. Will work with Rosemary to look into figures and to see if there is any money available. Truck has been a maintenance problem. Board stated that would like to look at the maintenance records for the last 6 months. Truck was built to army specs and is difficult to fix, can’t just take it to McMahon’s to be repaired. Daryl stated that the voters wanted to have participation in purchase of equipment over $50,000.00.

Blaine stated that would check on taking the dump truck to the State Auction, other towns are going that way.

Eric stated that have until June 2002 to purchase a truck. Don’t have to purchase one this summer. Board discussed tandem truck vs. single axle truck. Blaine stated that there would be advantages in the summer for a tandem truck for hauling gravel to the outer limits of the town like Ober Hill. Gravel pit is centered in the Village. Longest round trip is about 10 miles. In the winter a tandem truck would be a disadvantage, would have to change turn around places, can’t haul snow with it. Plowing would be the same. Rocky stated that if needed a tandem truck could rent one with a driver and that would be cheaper. Daryl stated that he has worked on the figures and Johnson would be better off with a single axle truck. Blaine to get figures for a single axle dump truck.

Doug thanked the Board for there support for the planning commission.

Brad moved to adjourned, Rocky seconded, so voted.
