SELECTMEN'S WORKING MEETING
Members present: Franklin Hooper, Brad Reed, Eric Osgood, Blaine Delisle, Howard Romero; Selectmen, Duncan Hastings, Administrator, Walter Pomroy, Rosemary Audibert, Clerk.
Eric called meeting to order at 7:00 p.m.
Eric stated that the State budget passed by the Legislature had Pilot money in for Johnson at $105,000.00. Representative Mark Woodward feels that Governor Dean will cut this program with the budget adjustment act. Last year Johnson received $72,00.00 in pilot money. Board decided to set the 2002-2003 tax rate using the figure from last year's pilot money. Brad moved to set a tax rate of $2.9768 for 2002-2003 tax year, Blaine seconded, so voted.
Duncan handed out preliminary estimates for Thursday, June 27, 2002 storm. Blaine stated that a lot of wood, branches floated into the culverts. Fox Lot had the worst damage; Ober Hill and French Hill had some damage. Drainage from the mountains caused most of the damage. Saw no difference in ditches line with blasted rock or round rock for damage. Fox Lot is lined with 9 inch blasted rock. Class 4 roads do not qualify for damage reimbursement from the State so any work done in Codding Hollow would not qualify. Would like to put in a new culvert in Codding Hollow to line up with the brook and to do the ditches. Road crew worked on Thursday until 2:00 a.m., Friday 6:00 a.m. to 6:30 p.m. and Saturday, 6:00 am to noon.
Board reviewed grant paperwork for the economic grant. Blaine moved to adopt the resolution and to accept terms and conditions for the economic grant, Brad seconded, so voted.
Received a letter from David Burnor regarding a dog issue with the Kelly Miller dog. Dog is not licensed. Board would like Constables to investigate and to issue a ticket if appropriate. David called Lisa told David to write a letter to the Board. Duncan has left messages with the constables. Duncan to look up statutes to see if can have a hearing.
Board would like to place an ad in the paper stating that Constables will be going out and issuing tickets for unlicensed dogs. Rocky moved to place an ad in the paper stating that after August 1, 2002 the constables will go out and issue tickets to the owners of any unlicensed dog and to do a census of dogs, Blaine seconded, so voted.
Brad stated that there would be an ambulance meeting on July 9, 2002 at 7:00 in Johnson. Cambridge will not be able to serve Johnson. To have the pros and cons Tuesday night of each option.
Walter asked the Board what they thought of the Power House Celebration. Board thought it went well. Walter stated that need more activities to keep the people there. Duncan to write a thank you notice for the Power House Bridge Celebration.
Board would like information for a board of health order for the garbage on Route 15 at the next meeting.
Rocky stated that Bob Hoag has not complied with the Town Sewer Ordinance. Have no State Permit; is there a sub division permit required? Did change the homemade septic tank, and the 3 inch pipe to a 4 inch pip. Will not uncover the D box. Eric asked is there any conflict of interest between Rocky and Bob Hoag. Rocky stated that the State doesn t have any jurisdiction. Rocky is going to revoke the permit; permit was for a trailer not a house. Bob has refused to comply with the Board order.
Board started to review personnel policy, to review more at next work session meeting.
Rosemary stated that Woody's gave a quote of $300.00 to remove 50% of the noise from the air conditioner or $1500.00 to $2000.00 to remove most of the noise from the air conditioner. Board agreed to remove 50% of the noise for $300.00.
Rocky moved to adjourn, Brad seconded so voted.
